Most councils were light streamers to begin with.
Before Sana's dogdied arc happened she was having like 3-4 streams a week IIRC. Yet, she still "burned out" from just that.

It's not that Cover's overworking them, it's that they don't always pick good people for this job. That or if rrats are true and they spend like half their time off stream in meetings/dealing with control freak managers nonstop it's probably that more than just letting them be.

Micromanaging outside of official work hours is fucking irritating slavedriver shit and literally everybody will avoid taking jobs that do that if they know it's there.
