Irys absolutely exploded out the gate. She was the fastest vtuber to 500k subs at the time. Her streaming "too frequently" was not an issue at all. The problem was she was completely isolated for everyone else in Hololive for an entire month because of the retarded collab ban. Holos in normal gens can at least collab with their genmates and build camaraderie but Irys was basically left out to dry for over a month and even after that Omega tried to block her from JP collabs because he has a stick up his ass about EN being kept seperate.

The ability to collab wasn't really a big deal. What seriously killed IRyS's momentum was her throat nodule. Ever since she was diagnosed with it, she had to cut down her streaming frequency. Having to take almost a month off to rest her throat (except going for recordings), then switching from streaming 5-6 days, and 5-8 times a week (+ 1-2 karaoke a month) to 3-5 times or less a week (+ 0-1 karaoke a month) pretty much stopped her numbers from rising. Nowadays, she can only stream 3-5 times a week, and take a day off before and after recording days. I'm sure StarsEN management doesn't want to risk the Homo having to drop their streaming frequencies in the same way, especially when unlike HololiveEN, HoloStarsEN is still new and hasn't established their presence in the Western market yet. IRyS might have survived it, but I'm sure if any of the Stars is to take a month of now, that guy will turn into a 3 view in no time
