So. I think I've spotted a pattern.

Every niji wave released in the last year has had good to great debut numbers, but 95 % of all the talents falter and flails themselves down to irrelevancy. Hence the accelerated pace of releasing a new wave to bring new "hype" to the company.
However this pattern means the company has a obvious cyclical pattern of High only when debuts happen and during events but never outside of that. This is something that can't look good on paper, especially if your a public company. Hence they needed a solution, easy disposable livers, you can even call them recycled, that will debut, create hype and graduate without much fuss or risk to the company.
What am I talking about, Salome of course. She popped up out of nowhere and was meant to bring hype between the real waves. This worked so splendidly Riku is bound to try it again. The next chance is even coming sooner than you think, Nijifes at the end of August. At that point the hype for the new gens will have died of, Koshien is done and dusted. Nijifes just being concluded they need that little hype to stay relevant until the next gen releases. Bam. VampBoy 2.0 will be released, he'll have some quirky mannerism, and be meant more as a show piece than a real liver. And you know what's great with disposable livers that haven't really created a bond to their fan base? Extra whammy with an easy graduation. On top of that you've also created new IP to continuously create merch for even though the liver is dead and buried.

I think what Nijisanji is trying to do is flood the market with their vtubers that way they don't have to rely on
1-2 liver too much. It also helps that they will cover all the slots of the day. While their competition HoloEN is too slow with their EN expansion and their talents don't stream as much as they should. I can't really say which method is more effective. Anycolor as a company will gain profit without any loss but I can't say the same thing for their talents though. At this rate internal conflict is unavoidable.
