This is just an unavoidable side-effect of the vtuber industry professionalizing. The big agencies have grown long since past the point of needing to rely on unproven potential talent. Sure, back when Holo/Niji were much smaller in stature and draw, they could much less afford to be selective in their hiring process and had to take in sometimes many unproven randos basically off the street. And yes, some of those turned out to be great, and sentimentally, those are always the best cinderella stories for fans.
But after a business reaches a certain size, these sentimentalisms mean less and less, and they are looking for (and are receiving) much more "professional" applicants, i.e. people who have been doing the online content creator thing (or specifically the vtuber thing, another simple effect of time - years ago there simply weren't as many vtubers around, so most of your applicants were non-vtubers. Nowadays, with the growth of the medium, most of the people who apply for Holo/Niji were already vtubers before, so it's only natural that you get more talents with previous vtubing experience).

With the thousands of applicants they receive each time, they simply have to use criteria to narrow down the pool to the people that actually have the attributes they're looking for. Of course "proven track record of previous content creation experience" will play a role, along with "previous noombahs", the logic being that "hey, because person A has managed to achieve XYZ subs/views/followers/etc in the past on their own, they must've been doing something right and have good qualities / use that to continue to succeed for us".

Is it a perfect method? Of course not, it still produces duds sometimes, and worthy people with lower noombahs can still get overlooked sometimes. But it's the tendency that the industry, at least from the top down, is continuing to go, and no amount of pining for muh good old days can change that.

I'd suggest looking at the smaller agencies if you want more fresh, unproven people who still have that sentimental "diamond in the rough" potential growth feeling, but even those have begun to raise their standards in response to receiving higher applicant pools.
At this point your best bet is to just stick to dumpster-diving for 0views, although be prepared for seeing most of them quit and never realizing their potential anyway.

Actual staff here, unlike JP we have some set of minimums to follow*.
We have 3 stage of filtering before we actually look at your video and resume(yes we skip):
1st - Minimum total subs/follower count across your social meds. I won't be specific with the numbers but you need quite some numbers. We need fucking people who can NETWORK, not some unsociable human being. Wonder why we asked your socmeds really early on? Now you know why.
2nd - Country of Origin. Some tax related stuffs, payments, etc.
3rd - Your PC specs. People aren't lying when they said they don't have decent PCs when they auditioned but "decent" means able to stream games unpixellated and stuffs, give or take, you get the idea.

*These guidelines started after Ethyria. And the ceiling got further raised after Luxiem brought some numbers. Noctyx were already set months before their debut so they kinda dodged a wall. Depending on what happens with these current wave, we either lower the minimums or continue.

Yagoo basically replied "we don't look for talent unless we think there's a niche we're not filling". That alone speaks volumes about the difference. Anycolor just hires more and assumes they'll figure out how to sort themselves and everyone will find their favorites. Cover only bothers hiring when they already have something in mind as a role that needs filled. It does mean that Niji can come off as a bunch of talentless hacks compared to Holo, but it makes Holo look way too complacent as a company compared to Niji.

Selen was a washed-up Apex pro and she was hired on when Apex's popularity was at its peak.
Rosemi was already in a company, and you know the old saying: "It's easier to find a job when you have a job".
Enna/Millie came as a nepotism package with Elira. That's not a knock against nepotism, but for better or worse that likely influenced the decision to hire them.
Luca was regularly rubbing elbows with some of the biggest streamers in the world, which counts for a lot more than people give it credit for.
Yugo seems like a Wildcard hire that ended up not paying out. The speech they gave about challenging themselves when asked why they're not NijiJP helps breed that rrat, as it's a common reason that recruiting will throw the hail mary on untested talent.

Yugo was scouted by the company. Masae didn't formally apply (though she did apply for WACTOR and was rejected). Yugo was locked in early on and, well, people will argue it hasn't paid off but the talent to actually be a top performer is there whenever she can get over her Japanese honour and stop taking everything so fucking seriously.

I'll give you Enna and Millie because they were literal who nepotism hires that Elira trusted to do well and they both turned out to be top-tier.

Selen was never a pro, though, she was just a pro scene Otaku who made friends in her Overwatch days because Too 500 is a small player pool. Rosemi applied for Tsunderia and Nijisanji at the same time and probably accepted the former in case the latter rejected her. It was a fallback plan. There's no way Nijisanji poached her in the middle of an audition cycle though I concede the company name might have gone some way to getting her over the line.
