No idea about Noir but Altare is Korean-American or Korean-Canadian for sure. Magni is Taiwanese/Korean but I'm pretty sure he's an EOP. Axel is, as far as I can tell, Japanese but moved to Australia when he was really young/his parents moved there shortly before his birth. His speaking is very fluid and quick but he's got a few hangups with vocabulary and grammar that come from only speaking it in the home.

So long as it's a diverse sort of media, you can parse when a character has an accent and you're not copying strange anime characters you can do it easily compared to learning the rest of the language. Different management teams, different goals. At this point you should've know about that. Besides, ID was already doing better than Holostars in general, so they probably didn't feel the need to do more advertising other than the bare minimum and it paid out quite well, with all 3 of them performing better than most of their senpai and Kobo being the stand out talent. It's obvious that Cover is trying everything to make Tempus as much of a hit as they can, and there's no way Cover would just help fund a orisong this early if they didn't had a certain goal. I also doubt the talents themselves would pay for a song this early in their careers when half of the groups isn't confident in their singing. Honestly all of this should be extremely obvious.
