You can play it passive by signaling to other people that you like Vtubers and see if people approach you. You don't have to make it super obvious by wearing t-shirts if you are one of those people embarrassed about your power level. Something like a keychain or stickers of your oshi. Most people won't pay attention to it as anything more than generic anime, but people who know will notice it. Otherwise take the other role and keep a look out for people with Vtuber merch when you go outside and see if you can hit it off with them. It's hard because you have two hurdles to overcome. Most fans aren't going to go outside, and the ones that do are still incredibly socially awkward. If you live near a place that has anime conventions it would be a lot easier. You could also post an ad on craigslist looking for fellow Vtuber fans and hope you don't get got.

The Hololive girls have like a 95+ percent male audience. They greatly appeal to males but women don't seem to like the idol cutesy show. It's just how our brains are wired, both male and female. You need to find girls that already like Hololive since those are already the outliers. Try going to a con and talk to the artists selling Holo merch and Holo cosplayers
