For Hololive, Cover had supposedly already switched to an "always open / rolling audition" model, i.e. instead of prior where there where clearly defined casting call periods they'd announce, now you can basically apply at any time and they'll put you on a list they draw from when they think they want to roll out their next gen.

For example, that's why you don't really see audition announcements for the new HoloJP or HoloEN female batches anymore. Because the applications and auditions are now basically constantly happening all the time in the background.

imo they've just gotten complacent. Too long as the undisputed market leader (at least in the west), and for the EN branches they're pretty much just coasting and expend as little effort as possible (or at least, the few EN talents who still show some drive and motivation to push special projects through do it despite the corporation, without their help, and certainly not because of the corporation) because the massive fanbase they've already build up lets them get away with it (which is both a function of the general positivity hugbox "don't complain, just enjoy" nature of the vtubing/idol fandom, and because there hasn't been so far a really credible challenger that'd force them to step up their game again lest they experience actual consequences for their negligence, i.e. substantial amount of audience moving to better alternatives).

From my perspective Council isn't even doing badly as streamers, their weakness is that they're mainly streamers and don't do much outside that. Not even necessarily a weakness but that means they stand out less compared to Myth, who have more defined niches for the most part.
EN3 could go a lot of different ways. I'm pretty apprehensive at the EN talent pool looking at how the Niji vtubers seem to get worse with every new wave, but JP3 and ID3 were both breakout hits so it's possible EN3 is the same. So I'm hopeful.

They had open auditions for EN members (both 2 genders) all the time so I guess the message just clarifies that males go to Stars since they kind of kept it a secret to the last moment.

Rrat: Omega had been fighting behind the scenes to absorb Holostars into the Hololive brand name and turn it into a unified mixed gender promotion. But the higher ups were on the fence about it, which is why the auditions ad was ambiguous and Tempus' branch wasn't clear until the moment they were revealed. Just before the reveal Omega's proposition was finally denied for good and Tempus were firmly branded as Holostars EN. Now they're in the process of removing ambiguity from all of their announcements and promotional material.
