I think it really depends. EU is quite large and varying. If your country has relatively recent net infra then it'll probably be okay. Also if there's low regulatory capture & monopolization by ISPs. That's another thing, in order for a corpo to work in Europe, you have to have multiple multilingual people working for them, so a person whose first language is French or Spanish and they have 0 lessons in English or Japanese, that's difficult. It happens even in Hololive when EN, ID and JP do collabs.
Again, you're going to have a very niche audience, even if someone is partly bilingual, it doesn't guarantee audience sizes, regardless of the corporation, Niji, Vshojo, and Hololive. In Canada, US, and Mexico, you could have Spanish and French at least watching EU, because at least they know one of those two. But in Europe, it's not guaranteed for someone in Spain to know German or vice versa.
