i think pekora is just a difficult character to work with, the people she collabs with and have a consistent relationship with are so few and in between. She sticks to her gen and everytime she graces someone with her presence, it slowly dies out after the collab generates numbers. Recently, that's shuba where they both went radio silence. She only collabs with korone once in 1-2 years for like an hour but Migo does 24hours. If you are observant, you'll notice how towa and marine are less natural during their interactions with her. Even her relationship with matsuri, who really likes her, has seen zero growth through 3 years. The people who are consistent with her is Botan and she is by far the most chill and patient member and that says a lot about Pekora's personality. All her relationships with other members are scripted and never grew organically. Noel and Pekora's back and forth has been the same "to a formula" and she barely interacts with flare, only roping her in for gen collabs.
Is that to say that migo is a better person? Well yeah, outwardly but the video from nico nico where she put her friend on the spot and made her super uncomfortably about her sexuality that is almost predator like? The grudge is probably something serious that happened.
