Because they want to capitalize on the strengths of idol culture for people like Rushia who are geared towards it, holy shit why is everyone so fucking stupid. They understand the difference in culture and are going to have someone help her hit the audience she wants while working behind the scenes so that a shit show like the mafumafu yab doesn't happen again. This doesn't mean the entire branch is going to become hololive jp 2.0, just that if you want to gear towards the gfe market, they'll have someone to help you do it instead of just fumbling about.
Why would you believe that the way vshojo's management has worked thus far would change now to mimic the company that Kson and Mikeneko have both expressed massive gripes over in terms of management? I can get that the bridge between jp and en would lead to wildly different management styles but do you really think kson would just suddenly decide to listen to a manager when her Hololive career was primarily defined by her pissing them off?
