It's honestly because of distance. United states alone is geographically almost the same size of Europe and while people speak the same language they tend to have different norms and opinions.
Now take that then actually add in Australia, Canada, Europe, and Japan then you have a decentralized branch who all have different norms and timezones means none of them can clique and hololive cannot wrangle them all together or put notice any problems as easily as they could with JP which is all in Japan and can just come to the office or be easily contacted.
This same exact thing happened with Great Britain and the colonies and how no one at cover thought of this problem is surprising to me.
I saw a anon post a way back that mentioned the reason they do not have a personal 3d studio for the girls is because they would have to make almost a dozen different studios for each of them over the globe and that would just cost too much money for something they may use like 12 to 20 times a most a year.
