Songs sponsored by the company (like that terrible UMISEA one) are theirs, yours are yours and you have to find their production from your pocket.
Moona disclosed that recently (meaning right around Bloom’s time) Cover set a budget for original songs and they will fund it up to that value, and you have to fund the rest of you exceed the budget.

But, as you said, these songs are owned by the character. Suisei happens do own her character too so everything hers is hers to keep.
Watame owns her songs but not her character so if she ever part ways with Cover she’ll continue getting a check for her songs but she wouldn’t be able to perform them again
