No it isn't. Pekora is not playing a bunny girl on stream, she clearly has a streaming persona but its distinct from her character lore. Being a smug trickster who people love to see fail was Pekora moulding the character herself, it wasn't something Cover told her to do. She originally tried to be a seiso character.
