Both Pikamee and Coco are from America originally. Japanese people who speak good English will very often still have a fairly strong accent. I've never met or heard of a native Japanese person who managed to get rid of theirs. Some of them will even have a bizarre Japanese/British thing going on because I guess learning British English is also an option. Sounds fucking weird if you're a burger.

Then she moved back to Japan where she forgot almost all of her English, then she want back to Texas as a teen where she re-learned it.

Second language learners, especially if they're grinding for a proficiency exam, will often have a higher level of technical knowledge than natives. I don't doubt that it's true of Coco.
That said she does have an obvious accent and sometimes stumbles over Japanese memes which means her FUNCTIONAL level of Japanese (for streaming in particular) isn't as good as the others. Still very accomplished though, not taking anything away from her.
