If you mean picking up drawing, check /ic/'s stickied guide. It has all the information and resources you need to begin from zero. Also, do drawabox.com alongside it (or as an alternative) for more practice.
The biggest thing is you need to pace yourself from the start and draw more than just what's found in these guides / resources. I began when Ina did her first gesture drawing and went from only drawing melted blobs to being at least on the level of a hobby cartoonist.

About 90 minutes a day. I generally would do it while watching a stream so it'd vary. Half the week would be reading up the materials and looking into how to do something while the other half would just be me drawing whatever I felt like and finishing it, even if I felt like I didn't do a good job.
Speaking of, Ina even mentioned yesterday if you're too busy to practice and you feel like you don't have time, to just integrate small doodles along the way with specific intent of practicing something. I agree with this too since beyond the time spent drawing, I also just doodle during life reps practicing how to draw hands / faces / legs / foreshortening / etc.
