The most popular streamers in the world are all western men, so no.

The reason is that many (not all) guys who become vtubers do so because they have nothing better to offer creatively. As a guy you could be butt ugly or as out of shape as a log but if you have gaming skills or are moderately funny at reacting you will get views. As a woman you will never be funny or good at games and so you only get views for your looks.

Thus people see a guy vtuber and think "he must not have much else going on for him, doing a gimmick like that". Meanwhile people see a girl vtuber and think "whatever at least shes cute". Fauna hasn't streamed 4 hours in the past month more than once, their request was 3 four hour streams which most of the current EN contracters don't fufill

and on the downgrade thing, all the EN tubers were invested content creators prior, men have to put more work into their brand because most of them sit in the pool of no views unless they pander or have a strong network to collab with.

I still have the audition form from when EN2 was out. They were exactly the same,
It never changed, people have just kept saying it was streaming when it was general content creation (like illustrations and music creation). That it was certain hours because it was streaming when it was just you need to provide some form of work (unless you give notice) 3 times a week.
The only thing that changed was adding in the reapplication stuff.
