Actually, while both shrimps and chumbuds are mentioned in passing, it's not yet clearly established what you look like. Seems the writer of your current lore pieces went with you being just normal people? If you want to change that, and maybe add some other bits and pieces, I encourage you to open up rentry.org and write something! Honestly, the thread culture/vtuber can just be very loose guideline for lore written here.

Take for example us, Sanallites. Oficially, we are bread dogs. that's it.

Here, we are space explorers from an advanced civilization hundreds of lightyears away, on a mission to find any and all new ingredients for our everexpanding quisine. We crash landed in the arctic tundra of this planet after a freak accident, and have been battling for the better part of a year with the schizo tribes, our northern neighbours, and after that calmed down a bit, we entered a period of unrest that might blow up into a full on civil war. Oh and we also have bread dog robot companions.

So while the general theme is still there, over time it just evolves to be an original thing, something that you can craft and influence however you want.

Well, if you are thinking magic, we have an entry about chuubanite, which is our magic system, but the general feel I get is: as long as it wouldn't completely break the setting, it is generally accepted, but if you are unsure about things, specially about creatures, which happens to be my area of interest, always feel free to ask the thread. We are always happy to discuss things!

Yeah, there are some rules, but our magic system is fairly flexible. Scanning through the magic of other threads might give you an idea of "power level" we're dealing with. I'd say it's low fantasy with more focus given to technology, at least militarily.
The very short TL;DR is that all magic stems from a substance called chuubanite, and chuubanite is consumed by the usage of magic. So, no infinite energy shenanigans. Other than that, it can do a wide variety of things.
You can put up your ideas here and I'm pretty sure we can find ways to make them fit in the world.

/Risu/ has squirrel people that grew tails due to their gene's long exposure to chuubanite, /uuu/ has a magic forest that turns people gradually into ents and /rose/ are sentient plants. You can play around with speculative biology a lot since we do have magic, provided they make some sense and are not too "op" (though this reasoning is more subordinated to the "making sense" part).

Well, if you want the inhabitants to still be human, we could go with a build both /uoh/ and /ag/ would probably be proud of, with thicker skin, under which a layer of fat would be, giving a generally chubby design. Then to accomodate the semi-aquatic lifestyle, bigger lung capacity and webbed hands and feet would be the main things that would differentiate them from regular humans. If we want to set their split from the homo tree even further back, we could even go with a tail, that, while it doesn't necessarily have fins, could be somewhat flat instead of round, to better act as an oar.

We could also differentiate different "tribes" by the colour of their skin, with those more terrestrial having darker skin tones, and those that live primarily in the ocean having lighter skin tones, perhaps even bordering on pale white-ish. There is so many interesting things that you can do with them, so don't be afraid of going a bit wild. Having fun with shit we create is the main thing, afterall!

Oh yea, that was one thing I forgot, perhaps very basic and small, still evolving gills on the "tribes" that are about in the middle of the spectrum between terrestrial and aquatic, becoming bigger and better the more aquatic you go, with almost completely terrestrial Chumbuds having some small gills on only very rare occasions.

Another idea that popped up after I looked up at images of mermaids was for the legs to slowly become smaller and for the tail to evolve further, giving the classical distinct mermaid shape OR for the joints on the legs to attain a bigger range of motion and the tail evolving alongside that, basically creating 3 large oars for propulsion. Ofc this would be only for the mainly aquatic chumbuds, as evolutions like these would cost them some or completely take away their mobility on land.

I also am going to make a general post about biology, (aside from what has already been written as I am not retconing that whatsoever). I think it is reasonable to me that because many of the girls are just monster girls, that the biology of the nations that came from them will be more human than their oshi. For example, Pomerlane has some Fairy in him but he has no powers that come from it due to dilution over time. In the same light, I think that the Dragon nations will not have Dragonlike features or abilities, but will rather act more like Dragons and dress like dragons (I.E., having a Dragon helmet). Rosebuta seem to be different, and I am sure Rosebro can explain why it happen to them more than others. The main reason I do this is because going into all of the biological stuff can be hard to understand and make a good story around, especially when the OG lore says NijiEN was made up of many different peoples migrating to the land.

Regarding the Dragon nations, I am going to play off of actual mythos regarding the Dragons as well as current lore. For example, I don't think it's a stretch to imagine actual Dragons living in their lands, which they worship and tithe to, but I also the people to act like their oshis in a certain way because it plays well into actual Dragon mythos.

This is just my opinion, but Elira represents the historical Eastern interpretation of Dragons, that being benelovelent and protective deities that ward off Evil; While Selen will represent a more Western interpretation, being more devious. This is not to say that "Selen = bad Dragon" or "Elira = Good", I'm trying also to represent the fact the Elira is a Solar Dragon and Selen is a Lunar Dragon as well. It's complicated to say the least.

Sigh, this is why it troubles me about writing my story. Chiming in here, many of the boys' nations have fantastical elements and monster people because my primary area of interest is mythology rather than history. I don't see why there having been a migration would make monster people less likely -- in fact it seems it would make sense if the original migrants were more closely related to their gods, and more monster-like. Mixing with locals who were already here would have perhaps diluted down the blood down to what pomerlane anon describes -- people with fantastical heritage who are largely just human. Pomerlane anon, if you don't want to work with monster people, I propose that dragoons/pomudachi/etc within the main /nijien/ lands are perhaps more monster-like than those who have moved outside it to their dedicated kingdoms.

I just read the whole conversation and I think there was some miscommunication. Rosebud was mostly working on the speculative biology side of a dragon animal. Pomudachi is focused on what the humans are doing and said he doesn't think the humans should be half monsters. You also seem to agree with dragons being creatures in cave.
There is no overlap between what you guys are doing, and no reason not to create both pieces of content. I'm not a NijiEN usual, but I'm a dragoon and I've been really looking forward to Rosebud's work on this, he puts a lot of though into this stuff, and this has been in the works for weeks.

Dragons can live in volcanic caves where the ground is toasty and warm. Not too far into the caves because lava tombs are full of poison gas an are too hot to touch. Also if dragons can breathe fire then they can have the intelligence to understand basic chemistry. Yes burning wood and cooking meat is basic chemistry, even if it is just cooking. Though I'm probably talking about Coco's fire-breathing American dragons. If dragons aren't sentient they can still be intelligent like Monke and use fire like a tool. Dragons can even have an instinct to know which substances are flammable based on smell. The idea of running an experiment with fire puzzles with dragons sound fun. A dragon could be smart enough to identify oil and coal as flammable substances that can burn underneath pots of water to boil water.

It's not exactly its thing, Menthora as a province is a pretty mixed economy between farming, mining and crafts. I would look up pics of Southern Alaska, climate isn't super cold yet, but much much more mountainous. Lollipop trees have protective sugar like the candy cane sugar canes, yeah. Lollitree sugar is clear, though, and the leaves are large and in a swirl shape from the center. Very pretty when the light hits them right. You won't see much of them until after Nasedina, though, they need a pretty cold and dry climate to survive.

Umm... Every culture in Vitubia speaks their own languages. The languages are well known enough that they should be easy to translate. I don't think there's a global language like English or Mandarin yet. As for /nasa/ we speak Aussie English. We do have an automatic language translator AI that tries to translate language into English. But its still better to learn the language before translating it. /nasa/ is fairly successful at translating Hooman language, Robosan language, and Deadbeat language. Also depending on your oushi you may have similar languages to other regions that split off of dialects of original languages.

TL;DR we speak different languages. If Saplings don't understand English then we can speak the Hooman's language instead.

What sort of additions (cost extra!) should there be made to the boats?
Cannons are on the table, however since the company doesn't actually operate cannon making forges, they'd have to outsource the making of the cannons to some other company.
Copper sheathing is another simple (but VERY expensive) addition. Would make the ships a bit faster and easier to operate since sealife wouldn't be able to attach itself to the bottom of the boat, so less need to clean the hull off barnacles and weeds. This would also make the wooden parts of teh hull last a lot longer, giving the ships a slightly longer lifespan. However, the copper sheathing itself may have to be replaced every few years.

Im also assuming the number of ships would be at most 1 per shipyard (so, a total of 4 + 1 built in sabatangan). As for the payment, gems and raw material are preferred, with a deal where the wages of all the risuner workers at the sabatangan shipyard are paid for by the city instead of the company for some time being an option for some % of the cost on the table as well. OR we could just handwave that portion entirely.

While I don't imagine the dragons being able to shoot streams of fire like some sort of natural flamethrower, I can see them being capable of building up and spitting out balls of flame. They might have learned how to cook things or make simple traps to catch prey. They do sell us lumber though. And the printing industry uses a mix of flax, cotton and only recently started using tree pulp. (Though the latter point should probably be retconned.)

once again, we don't have issues with people using wood for products, so long as its not needless or excessive
I like the idea of some saplings maybe learning some of the hooman writing because of trade, but I dont really know how that would pan out. If a hooman wants to write a short story about it, Id be happy to answer questions for details, but I currently have no ideas for a narrative
