This only works if you have a small close knit community, then it's better to have no moderation and you can actually talk out the problems you have with each other.
It wasn't an issue back in early 4chan because you could assume that everyone in the thread was on the same page as you and anyone who wasn't got hazed as a newfag and told to lurk.

But if your community gets big enough there are just too many new people who don't care and too many intentional bad actors. And at that point moderation is a necessary evil. And the big public social media sites simply arent made for small closed communities.
