The UX is outdated and it could use a bit more polish but the core gameplay is still great, The game itself is pretty deep with their customization with loadout and talents so you can create the playstyle that you want. Basically it's pretty easy to pick up but has a relatively decent skill ceiling.

you can just play the default loadout. They have 3 of them based on each talent that you have and they are pretty viable especially for low level. Once you understand the intricate of the character and what you want to achieve with the character you're playing, you can start tinkering with the card loadout.
For the items it's pretty straightforward you can understand it after a few games.

they give you some default loadouts to play with then you're free to play around with their card levels or switch them out. most of the cards are pretty simple too like give cd reduction/movement speed/damage reduction when you do x,increase effectiveness of x ability or gain base health and they're all organized on the screen to which ability they augment

Loadout cards tend to be pretty basic and straightforward. Effects like "gain +1 ammo" and "gain +50 Health" so they're nothing too complicated.

In addition to what others have said, you can also import loadouts in-game from other players. When I was learning the game I would copy loadouts from streamers.

A good rule of thumb for making decks is to pick 1 ability and dedicate 3 of your cards to it.

Overwatch has had pretty bad vibe for a while now, especially after the Blizzard all but confirming that they aren't going to properly support it while working on OW2 for the next year. Ame also mentioned that it's one of the games that pisses her off the most, so she probably wanted to play something a little more chill.
