Cover and Anykara are always going to be behind the times on technology that indies and other non Japanese are using because getting anything upgraded or changed in Japan requires too much work.

This. The price of investing and updating 50 talents is that it takes time to completely update them. It also makes more sense to iteratively improve rather than roll out one huge update since it makes for more special events and allows to improve over several iterations so that even if the update turns out to jank up the rigging or makes the models "uglier", this can be used as feedback for consecutive updates. Essentially don't bet everything on one horse.
But there is a point about CodeMiko showing off potential for what should be possible for vtubing - the model was made with the Unreal Engine, there is no reason to assume it would not be possible to make Fate or GI-like models and rig them for a home setup, it's just a higher pricetag for the required hardware and rooming.
Then again, 3D setups are flashy, the meat of most vtuber streaming doesn't require anyone to stand around, since most people still play games or draw sitting, and singing or ASMR requires you to have little more than a corner.
