Easily Mori, she has composed interesting tracks long before she had a Cover ghostwriter.
Singing is a skill, but it is not all there is to music. Making your own tracks and having them be interesting takes much more talent.
For most Holos their original songs are not that good and can't compare to their covers.

Mori puts a shitton of work into writing and producing her own songs. I’d say she’s pretty talented at rapping as well. I don’t think there’s necessarily a need to say “X is the most musically talented chuuba”, especially considering how different chuubas excel at different things.

Is she actually good though? Not being an anti, I just don't know shit about music. I just remember when her songs started getting to the top of charts a lot of normies were commenting that it wasn't that good. That could just be "anime girl bad" reactionary talk though. It's decent, it's very "in-character" which is obviously not for everyone, some of her topics are interesting because an written from a introspective perspective, I personally think some of her newer stuff is catchy enough repeat listen to even divorced from the fact that it was written by a vtuber
A lot of her detractors have an "anime girl bad" mentality, or call it "cringe" because they either lack the vocabulary vocalize what they dislike or purposely miss the point that it's written from a character-perspective and make the mistake comparing it to contemporary rap that gets played on the radio

She's definitely one of the best lyricists out there, and her ability to combine two languages in a catchy and layered way is great.

Her actual singing will be better through vocal coaching, most of her trouble is control, so doing reps will help progress her career forward.

Given the phrasing of this question, wouldn't it actually be Rikka? The old man android is a really great singer and excellent guitarist, and he did both the lyrics and composition for various original songs. I know most people don't care because their position is male = won't watch, but all of that together objectively puts him above someone who is only good at one or two of those things as opposed to all of them.
