I assumed what you meant by "advertise" was contacting them privately to get them to call in (which is actually how it works; it's arranged in advance, which i assumed you knew). IF Ame contacted, she would surely get them to call in, which disproves the point that "none of them would come forward".
I don't even think she contacted EN for her first birthday , because she just didn't understand how it was supposed to work (or preferred to do it the way she did it for some reason)
