Every VTuber has a YT account but not every VTuber has a Twitch account. Twitch sucks for discoverability so they were probably all VTubers at one point before bringing the audience over on Twitch, even if only in video format.

Youtube stagnate as fuck, twitch's recommendation system is far better imo and the raid system being built into the website makes growth very easy to achieve
The environment is more hospitable to vtubers as well, Miko streamed on twitch as a meme and got promoted on the front page
