Just purely going by the numbers, an extra 630k-ish for Mori wouldn't really move the needle in terms of her ranking, she's already the #2 most subbed holo and even with Vox's added on she's still over a million behind Gura.
On the other hand, Vox already has a solid lead in NijiEN but 2 million more puts him at more than all the girls put together. That's too much power consolidated in one place too quickly.
