He was in the EN Discord (there weren't very many people there, just a couple of managers, A-chan, AO, etc) and was part of Hololive for localization/translation. In the interview yesterday, the producer of HoloEN said that he worked at Cover for localization and then pitched an EN branch to Yagoo.
If you assume the producer is in the EN Discord, then Loserbait ticks all the boxes. Who else could it be?

All we know about P-san is that he worked for Cover doing localization. The only official English content Cover puts out (vs. content the talent commissions or does themselves, like Coco's Asacoco subs) is HoloGra subs once per week and translations of schedules on the Hololive_en Twitter account, and very rarely, translations of official statements from Cover (like Coco and Haachama's suspensions.) Coincidentally(?) Loserbait got mad at someone on Twitter recently for using a machine TL on Miko's apology letter.
