JP has a fairly stable and working model after all this time, ID is (in theory, ID2 was sort of an exception) targeting a specific country with a shared culture and close-packed timezones.
EN is weird by comparison. Geographically disperse, covering multiple countries, with talents with variable interests ranging from full idol-autist all the way to regular game streamer.
I'll be the first to shit on Cover, but I don't know that all of this is Cover (or an upper middle management) at fault. This kind of market variance would be difficult to work cohesively at a multinational corporation too. I'd argue each talent kind of has their own path to be maximally successful.
