The real reason is not that, the real reason is Cover refused to form a partnership with local investors. Nijisanji were willing to do that, hence why their CN branch were named VirtuaReal instead of Niji CN. Apart from Nijisanji sounds too Japanese, VR is a product of a partnership between Anycolor and local Chinese investors.
Cover didn't want to do that, they want everything to be controlled by them. But they didn't break any mainland rules, so CCP chose to harass them to get them to quit from the mainland market.
