And germans are pretty bad at english. I mean, they can speak it, but Kiara's level is honestly above average compared to her peers in my experience. (Of course, that doesn't mean individual germans can't be good.) Dutch are usually better, I agree. And yes, France, Spain and Italy have mostly awful english.
Eastern Europe have thick accents, but I find those pretty hot, so wouldn't be opposed to it. That's just me though.

Actual fluency varies a lot. In general, the bigger the language, the worse the english fluency. Countries that dub the majority of their TV shows (like Germany) are noticeably worse than tiny countries that don't.
I think a vtuber with a heavy accent could work though, it just needs to be easily understandable to a global audience.

I pointed those 3 countries specifically from experience, both from visiting, knowing their culture and working with people from those countries. I spend a big part of my days re-reading emails trying to put together their broken English, this coming from people that claim to be great at English.
If I go to The Netherlands or Portugal I can easily go by only speaking English. Spain and Italy is impossible for the most part.
While germany, Austria and some other countries also dub most of their content, you still find that they don't struggle as much as the these.

Yeah, I suppose there are layers to this. I'm from Norway myself, and I feel most countries to the south are worse than us at English pronunciation on average. (Brits aside of course.)
But some are certainly worse than others. And Netherlands specifically I feel are roughly at our level. Don't think I've talked with any Portuguese people.

Either way, I'd be okay with any Euro vtuber to be honest. Would be nice to have one person other than Kiara available at reasonable times. I have a special fondness for RP, so I'd prefer a middle-class British one, but then again, personality/talent is more important than accent at the end of the day.
