This. ...and yeah, this is basically it, I don't care about videogames at all. If I had to add anything to that it would be a good singing voice and willingness to use it, but that's not a requirement at all.

Oh yeah, also old enough and centered enough to not go through a 180 degree change in personality the second the first check clears. It's surprising how often this happens even with smaller chuubas, but you can see very stark examples in big corpos themselves, see Holo JP vs EN, then the older JPs vs the younger JPs. Hell it happened with some of the NijiEN girls and it's not like they're pulling in hundreds of thousands.

the generic answer that doesn't answer anyone's question is "entertainment value", but whether or not someone is entertaining is highly subjective, and extremely dependent on factors such as familiarity with the activities the chuuba does, what type of audience she has, humor compatibility, etc
I always found Hololive era Artia to be the most entertaining vtuber, i liked her humor, her personality, and i was familiar enough with overwatch (her main game) to understand whether or not to flame her for throwing matches. the twitch chat dynamics with artia were great, spam copypasta calling her trash, get the entire chat to spam it with me, and hear her triggered response knowing that i caused it, it was amazing.
a less important factor (but still a nice added bonus) is a good model, and especially a nice sexy character design. it helps you get into the character if the model has the perfect 3 sizes: flat, petite, and cunny. Artia didn't have that, she was a very "standard" sized character; but gura, my second favorite, definitely has an extremely sexually attractive character design.
