Holomyth was practicing for the HoloFes and most of them have background projects that don't involve streaming.

First of all, if you have a legitimate criticism to discuss, it would be better if you could actually underscore it with evidence - and by that I don't mean a random ass tweet, but (salient to your point of contention) for example a chart showing an actual decline in streaming hours for HoloEN over time (bonus points if you also include streaming hours for competing vtubers in that time, if you want to drive the point home that this is specifically a HoloEN-only issue). Now, assuming this is even true, we can theorize about the "why" this is happening (you didn't give any explanations yourself) - here's my attempt:
The charitable interpretation: the girls have been busier lately, what with all the big events that happened and needed behind-the-scenes work to set up and prepare for. For specific girls, Ina has her other illustrator job that also occupies her for some of the time. Mori should be no mystery to anyone now, as her other commitments are publicly available for anyone to see. Ame was moving, and Gura was always rather flaky to begin with. Only Kiara is consistent, but most people don't care because it's Kiara, and even then it's easy to turn it into a negative (hurr durr she's just desperate because she's last).

Now, whether you accept all these excuses or deem them cope and just call the girls lazy because they don't stream often enough to your liking is up to your personal bias. Here's a less charitable interpretation - they don't stream as often because they don't want to and most importantly don't have to. They already "made it", they each have locked down a die-hard fanbase for themselves that'll provide them with a basically guaranteed 5-figure monthly income no matter how much or how little work they put in. If there are no actual negative consequences to be felt from "slacking off" (so, consequences more serious than for example just "oh nyo, my monthly income will be 'just' $30k this time instead of the usual $50k" or whatever), and the cucked yesmen simp fanbase doesn't complain to loudly, most people will naturally gravitate towards the path of least resistance over time and slide into minmaxing their input/output ratio as low as they can get away with. Don't like that? Try complaining to them then, but most likely you'll just be shouted down as entitled by the rest of the fanbase who just continue to coddle their pwecious widdle kweenz who aren't your personal entertainment monkeys, you shitlord! This is a fight you won't win, so if that irks you, just cut your losses and sever your emotional investment into HoloEN and look for other vtubers that are more to your liking, probably smaller and more motivated ones.

While there is a "requirement" for the girls to stream three times a week, they eventually were clever and lazy enough to realize they are the ones who hold all the power. To date, there was really only one JP girl who took full advantage of this fact and she is routinely shit on for not streaming. The others, more or less, out of JP wageslave mindset kept their hiatuses to legitimate health concerns, be they mental or physical.
Cover underestimated how lazy western girls would be, given the opportunity. Sana took advantage the earliest opportunity she could, Kronii saw how easily she was coasting, and it's been dominoes since then.
My rrat is that Rushia was almost a warning to the girls. Stick to your contract, no one is powerful enough to avoid the repercussions. Which is why I was hardly surprised Sana was miraculously healed and hade a comeback shortly after that went down.

The young men watching Hololive are more enchanted by idols, waifus, and displays of creativity. If the girls just grind long hours in a video game, how is it different from any other streamer?

Her shorter streams are more approachable for vod viewers, so she ends up with the same views as other Holos with way less hours. That's why she does a lot of her Valorant streams on Twitch instead. She is explicitly trying to avoid polluting her backlog of more evergreen vods. And most important of all, she's deliberately training her audience to accept and expect professional flippancy and low stream hours from her as a part of her "character". The way she randomly ends her streams is deliberate. Her not reading superchats is deliberate. She's pushing things in all sorts of directions that covertly maximize her personal freedom and the control freak weirdos in the Holo fanbase are too blind to see it.
