One kid a year with Towa, influencing it as much as possible to get females. You can probably get at least 10 kids out of her. Let's say 5-6 girls. Raise them with love, and start making kids with them a bit earlier than with Towa. So let's assume you can make 15 kids, with ~8 females. At this point we have our baseline, at each generation each girl makes 8 more girls. A generation is ~35 years, so you multiply the number of Towa descendants by 8 at each generation.
Japan currently has 125 million inhabitants. 89 (the 9nth generation) is 134 217 728 people. 8 * 35 + the initial 10 years is 290 years.
You can probably go faster if you push things harder (more kids, more females), though you'll have to import lots of horny kenzokus.
So how do you repopulate Japan with Towa? With lots of love. Lots and lots of love.
