The highest tier holos always have character arcs naturally form around them either from their own activities or from their PL experiences which helps them incline. e.g. Peko, Suisei, Gura etc.
Mid tiers usually can get by with just the regular "rags to riches" arc seen in a thousand stories, just with their unique personality as a twist.
And those who don't are usually at the lower end of the spectrum, but even they can grab on to the mid tier story with just a bit of hard work to incline (Mio, Aki, and Mel's recent attempts).

Biggest stories are collabs and interactions between the holos, which almost always has a step by step way of going about it, building up a natural character arc.
Debut individually --> Gen collab --> Solo streams with occasional inter-gen collab --> Collab ban lifted (expansion into greater universe, similar to the story arc of the Hero who finally finishes the tutorial town and finds himself in the wider world of endless possibilities).
Eventually they get used to the new world, relations normalize and natural relationships between members start to form, eventually leading to offcollabs that are usually extremely high quality climaxes in the holo story arc.

Probably the most recent high level example I can remember is the arc where Noel becomes Ahijo after seeing Subaru's 3D Live, which ended with a cringekino tier offcollab between the two that was some of the highest level of kino seen in JP VTubing (and it had the viewers to match).

Best part about these "arc"s is that a LARGE portion of casual tourists can experience this through snipped clips. They don't give the same feel as seeing it happen live on stream, but that's the point, the tourists can be eventually converted into live viewers.

NijiEN... everyone's "friendly" with each other. When a new wave is introduced, there's no sections where they gradually ramp up. In story terms, it's like reading Malazan. You're thrown headfirst into the world and it's up to you to make sense of it. Some people like it, but casual viewers will simply find it confusing. And if every other stream is a collab, that also delves into problems of "ensemble cast" where everyone just has maybe 1-2 shallow character traits and no one really stands out. Deeper character introspection and fleshing out is supposed to happen in solo streams, with the development from those being taken to collab streams, and vice versa.
This is also why a large portion of the Niji livers have trouble maintaining their audience. No one's noticing it because their peaks are still high, but a large portion of NijiEN streams have a downward trending graph regardless of content, which is not a good trend to have.

Yeah, you can tell the EN side is STARVING for stories like the ones JPs have, which is why the offcollab rose that high that quickly in that timeslot.
Unfortunately a lot of the JPs also have it easier because of being able to meet with each other in the studio or when going out to eat etc. where they can have smaller slice of life interactions.
Mori also seems to be trying recently with her "I hated idols, but look at me now", sort of an anti-hero arc (although that might not be intentional).

2021 had the Season Finale of Coco, and before and after that there were the Minecraft sports festivals.
All the holos of course have arcs of their own now, since they have an established fanbase, and can rotate breaks between them to serve as mini arcs.
Late 2021 was also the intro of HoloX, and Laplus alone brought in a bunch of old NND audience to the holo circle.
There were also the MarioKart arcs, although the second one was a bit more disconnected than the first.

There were fewer clippers back then, many making collages and popular 10-15 min videos from multiple povs.
