Being "tone deaf" just means someone who can't replicate the pitches they hear. In other words, they're just really bad at singing.

Additionally, it has a second meaning that has nothing to do with Noel or what we're talking about. You can use it to describe something someone says that is extremely insensitive to a given situation.
