Because that's how Live2D models are made. They have a barbie doll base layer they attach clothing to. The artists could make a base layer with clothing or underwear if they wanted, but nude is the easiest to make new outfits for. You never have to worry about clipping. Here is a Live2D model ripped from the source material with none of the clothing applied
