Stop treating the stars as a separate entity would mean rocking their golden geese racking money from people seeking the GFE. There is not much to gain from actively uniting both sides seriously if you consider from a purely business perspective, so it's mostly PR talk about how the stars are part of the same family as the rest of hololive. For me, you should consider Holostars as a spin-off. If I had to take a crappy analogy, Hololive would be Index and Holostars would be Railgun.
There is a shared universe, but the scope, atmosphere and themes are not the same, and you can watch either or both of the series without missing out totally.
There might be sometimes some crossover episode with some characters, but you shouldn't expect a total overlap and that's perfectly fine this way.
