Search on Twitch using the vtuber tag. When you find someone entertaining, link them on /wvt/ whenever they start streaming. If enough people click the link, they might see 4chan in their analytics and then end up finding their way into the thread and selfpost, cementing themself into a community that can boost their views.
Or at least that's what worked for me when I saved a 2view. This was a year ago though when /wvt/ had way less chuubas, I don't know if the thread still gives the same buff that it used to. I haven't visited it in a while.

As for finding which one is worst saving? This might just work for me and I only get lucky but you could try as well.
Basically look for things in the description that DOESN'T appear
If things like "don't a racist, or phobic etc" than it's not worst it. If their rule doesn't have a lot and just straight up goes to point like "just don't be a dick" that's actually worst it
You can also look for their Twitter and see what their bios has, I personally mute them as soon as I see the pronouns bullshit
