Probably not. Smogon isn't as well known in Japan, they'll either be using BSS rules or no rules at all. Given that Ayame has a Rayquaza and Nene has Jirachi, I'm inclined to believe no rules.

For anyone who doesn't play comp, the simple fact that they're legendaries doesn't really matter. Lots of legendaries have shit movepools, stat distributions, typings, or abilities which make them worse than regular mons. There's no status flag in the game which boosts a legendary's stats just because it's got a cutscene in storymode. There's nothing wrong with using legendaries in friendly casual matches as long as people aren't super-tryharding with banned teams they looked up on Smogon.

Like I said here >>2022575, legendaries aren't inherently busted but bringing Rayquaza here is akin to coming to a knife fight with a several armed guards and a god damned sniper posted outside. The other girls aren't winning unless they have some really good ice coverage prepared, Ayame fucks up hard in some way, or they all have competitive teams that can abuse Dynamax and Ayame doesn't.
Really sucks for Matsuri if she's packing a weather team, too.

It isn't, it's just traditionally been an incredibly strong Pokemon while nothing else up there has ever been on the same level. Strongest Pokemon now is Great Grey Wolf Sif as I recall, mostly because it just gets a free stat boost for existing and has stupidly good stats and coverage.
That said, Rayquaza WAS the strongest Pokemon in singles last gen, mostly because its Mega was so fucking ridiculous. In fact, Mega Rayquaza is arguably the strongest Pokemon in singles that we've ever seen, it's hard to say for sure due to differences in mechanics over the years. Worth noting though that that it's the only Pokemon in Smogon rules to have been banned to its own tier, even RBY Mewtwo shared Ubers with Mew.
Of course, we don't actually know what teams they're all using, so for all we know everyone is packing some absurd uber tier Pokemon in their team and this is all a moot point.

Citizen Snips is a name given to a popular troll build used commonly in /vp/'s showderp threads (where a "champion" plays on Showdown using a team of pokemon chosen by anons), the basic premise is that you use a Drapion that knows the move Acupressure (which dramatically raises one random state when used) to hopefully rng yourself into a winning position. Drapion is chosen specifically because it has battle armor as an ability and a poison typing, making it immune to crits and toxic, two of the biggest ways of stopping this strat.
Of course this isn't even close to the biggest troll build. That honor goes to Funbro, a strategy so fun that it's banned from Smogon formats.

Mega-Rayquaza is no longer in the games as of the SS purge, but as has been discussed above it's several levels above anything else in this tourney. An anon mentioned that legendaries aren't inherently busted, and while that's kind of true box legendaries tend to be absolutely busted even Kyurem Black, which used to suck for a box legendary, is uber now. Zamazenta is really bad for a box legendary but even it's too much for standard play.
