This effect probably has a proper name but I don't know what it is. I'll try to explain it though:
- A Holo has 20k viewers on average. If you make a fanwork of her, the vast majority of that 20k audience will be interested in it.
- 10 Niji talents have 2k viewers on average. The audience numbers add up to the same 20k total, BUT if you make a fanwork of any one of them, chances are only their individual audience of 2k will be interested. So you're dividing your audience by 10 for no particular gain.
So if I'm an artist and want to make a big, splashy fan project that gets noticed, I'm way better off picking out my favorite Holo rather than trying to do another chuuba, due to audience consolidation.

People always go for the bigger fish. Hololive and artists' relationship goes both ways. By making art, animations, and etc. for Hololive gives artists recognition and fame. The same goes for Hololive. They both get something in return. A good example would be the clipper ecosystem of Hololive. People would be interested in their clips while Hololive member in question gets more popularity and eyes on them.

As a fanartist as well I'd mention this is also determined by chuuba interaction as well. For higher tier artists its probably not as much of an issue, but for mid tier artists certain chuubas are pickier than others when it comes to shilling fanart.
Someone like Enna or Finana will like and retweet everything and often comment on it directly. On the other hand someone like Selen will completely ignore anything that doesn't happen to be recent when she does an art dive and isn't particularly stand out.
On the other hand someone like Nyanners goes out of her way to have a fanart showcase stream where she talks about drawings on a stream, which is another step above.

While minor those type interactions does a lot to help encourage fanart. I don't think I've ever drawn non-lewds of holos though so they've never interacted with me.

The 2views are always great with fanart recognition, but for me its hard to stay interested in them for long. They're always so unprofessional even the smaller corpo ones. Some people might like that but there's just too many that start going down annoying paths and get encouraged to do it.
