Unbiased reasonable opinion coming through:

I don't think Council "failed". They're pretty average in most observable metrics (subgrowth, ccv, SC's, etc.), there's other talents/gens worse than them and there's others better than them.
Ultimately, whether Council is a "failure" or a "success" is only for Cover to decide (by whatever internal Key Performance Indicators they judge such things) and the opinions of anons from the peanut gallery have no bearing on that. Or to put it in another way, determining "success" or "failure" is just a matter of the expectations you hold them to. If you expected them to smash Myth's explosive growth, set new SC records or immediatly slot into the SSS-tier of Holos who can get 20k+ ccvs basically every stream, yeah sure their rather mid-tier turnout can seem like "failure" to you, but whose fault is that? Their fault, for not being able to meet and exceed your (pretty unreasonable) expectations, or just your own fault for expecting something so overboard?

Council is overall "fine" as it is. Yeah, they're not exactly setting new records, but they're not dragging down the average either. They do a servicable job in reinforcing the EN branch. The more interesting question is not how to change or improve Council (realistically, what you see now is what you're going to get, they settled into their roles and aren't changing much), but how Cover may change their approach for EN3. This is also btw a hint on whether they see Council as a "success" or "failure" - if they decide to bring in pretty much more of the same and are fine with another "average" gen, they must think the formula is working and don't need drastic shakeups. But if they change their recruiting approach and bring in some radically different types of people, they're maybe not too happy with how Council turned out and think they need to "do better" in the future (implicitating Council is not doing "good enough")

Nah, trying different style gens is a given as you have to search for different markets. Myth was a success but Council weren't a direct copy. If anything it feels like the only similar skillset is Sana. You can vague comparisons like the shy one but if your idea rung true we'd have a direct comedy loli and rapper.

Council has too many people who exude basic "just happy to be here" passive passenger coasting -energy. There's not really any pushing the envelope or trying to bring Hololive further to new heights.

Now, to be fair, you can put some of the blame by coping "it's actually management who shot down all their creative ideas they totally had planned!" or by deflecting that it is just a natural tendency of most people to minmax their efforts and fall into a comfort zone of lazy "why bother, just phone in whatever videogames for a few hours a week (hell, looking at Sana you don't even need to do that and get away with it) and the SCs will come rolling in anyway", sure that cancerous slack attitude has already infected many more tenured Hololive talents before.

But anyway, lets hope for better luck (because the meme of Cover's scouting "skill" has certainly taken some damage with Council) with the next gen re-roll and that maybe they select people who are not just looking to see with what little they can get away with, but who have workrate, consistency and motivation. And by god, if "hurrdurr let's just take the applicants with the biggest roommate subcounts, that worked for us one time before (Gura) so that means it will always work again, right?" is the metric they select for (the second dumbest reason for hiring something, right after the dumbest reason "they were recommended by an existing talent") at least also take into consideration how their pre-Hololive workrate was, as this is usually a good indicator on whether you're onboarding just another deadweight slacker dud again or if they actually have some innate motivation and drive that will carry them and the company forward.
