Mori and Suisei are among the best vtuber musicians, their popularity alone gives their music reach far beyond the tuber music bubble. Fubuki and Korone might have been the case a few years before, however Pekora is still as relevant as she used to be during the start of her increasing popularity during the first ARK arc with CAMP/CocoAquaMArinePekora.

I LOVE Kaguya Luna - she was my original oshi before I even knew the word - but I don't think she had that much influence. She's remembered fondly, but she didn't really impact the scene in the same way. On the list for sure, but not that high.
And obviously Mito takes the #2 slot anyway. She popularized the whole "streamer with a live2D" format. Then probably FBK as a representative of the JP push that led to Hololive's western popularity.
Gura and Kuzuha definitely need to be on there just for how popular they are, but I'd probably give them both low spots.
And BANs was enough of a big deal in the early days that, along with his current Niji connections, I'd probably include Tenkai Tsukasa/Bitou Kaiji on there somewhere as well. And maybe Baacharu? Although I never really watched him so I don't know where.
Oh, and Elaine of course, maybe as #4.

2. Eilene - While the Eilene project was primitive to begin with, her influence on the industry should not be understated, as she was one of the first.
3. Fubuki - Hololive's most subscribed channel for a very long time. It is in large part due to Fubuki's short meme videos, that chuubas gained popularity in the west

As a youtuber nyanners is legendary and one of the most well known (hated and loved both counts) characters during the early youtube era. So much that every cute anime girl youtuber that suceeded her was called a nyanners clone 11 years ago

As a vtuber shes pretty new and while she has accomplished alot of things already (charity, concert with kizuners, etc.) her accomplishments as a VTUBER is still small.

Where is Sio/Tama? Literally destroy a very popular company, where their fans later moves to hololive.
Where are Himehina? They make a breakthrough for vtuber in the music space.
Where is Kagura Mea? She is the one that spearhead and popularize vtuber in the china market.
Shiro used to be super popular, but I would say she is more influential lately than back then. I mean that weird TV variety show that she do with kotoge-san, brought inspiration for some TV variety show producer to do stuff with them. Like that TV variety show with Nogizaka's Manatsu. TV producer don't really know how to do shit with vtuber back then, so they do karaoke show or music show instead. Not fun.
Shigure Ui. Because of her, illustrators that never show their face now able to connect with their fans by becoming vtuber. Despite Tamaki becoming a vtuber first, the popularity and inspiration to do the same start from Ui.

They are not that influential as in historically. If that's the level you would mention, I would recommend Kenmochi instead. His addition actually makes collabs way more easier and way more casual, just through DM or discord, instead of going through manager where collabs needs to have real goal or meaning. Especially for female - male collab. But I don't think he is that worth mentioning though because there are more notable vtuber, but he plays more role than those you mentioned.
