Basically she is just a contracted artist attached to Council rather than being a part of the gen. Having Ina in Myth probably helped Cover in some ways when it came to having art made for them so they figured having one in Council would have similar benefits. So they asked Ina if she had any artist friends who wanted to be part of Hololive, they didn't even need to stream that much just do some art for the gen and other assorted Holo events.
