I don't think it's filtered, this has been happening since nijiEN debuted last year and small corpos improved their game around the same time. The hololive viewers aren't dropping because they're stopping watching vtubers but because they found there are other chuubas out there that might fit their tastes better.
Even from TsunDream debut we've seen a consistent increase in Tsun numbers, and you can say a bunch of the other start-ups are doing well in that regard too.
