The issue with Holostars is that half the fanbase doesn't even know they exist, and the other half maybe saw them in a clip once. That won't be the case for StarsEN.
Everyone who watches HoloEN will hear about them, all the girls in EN will be asked about them on stream and the discussion will revolve around the boys leading up to their debut.
HoloID (Ollie) will break the ice, followed by Bae, followed by whomever else isn't terrified of men or scared of their own fanbases reaction because they spend too much time /here/.
Management will allow it because they've never actually disallowed it. No one had interest in collabing with StarsJP, aside from Bae.

Talent and ability is never enough on its own for anybody to grow, male or female. The JP stars are plenty good at what they do but they've never received a significant opportunity for growth, and the spikes they do have are largely luck. Roberu didn't become good one night, he was always good and took ages before he benefitted from the 2020 wave of viewers looking for men catching wind of his clips. Oga was always good but the dice game situation gave him a strong spike after he'd spent ages with one of the weaker viewer counts.

If the boys aren't allowed to collab with the girls there's a very solid chance they'll get fucked no matter how good they are. The girls already have a limited list of people they can collab with consistently with whatever policies the company may have and unlike the JP scene, there aren't any animares for the boys to collab with. They could receive zero new audience for months after their debut if they don't receive extra opportunities for exposure.

Receiving help from someone else doesn't invalidate someone's abilities or activities. Vtubing is young so a lot of fans still don't understand this but the rest of the entertainment industry has understood for years that quality is not the most important thing to success. This does not stop people from trying to do good work.

Sure they might not be capable of pulling in good numbers on their own even if they're amazing, but if they want to perform, create content, put out songs, interact with an audience or whatever, then it's far better to be led around by a brand then make an opportunity their own rather than spin around in obscurity reaching no one, or worse yet, do the thing a lot of indies end up doing where they just leech hard without returning anything and manipulate viewers for growth.
