The words are not considered polite to say in a formal context. It would be like purposely pouring water on someone's head. It's just rude.
People say "f-word" and "n-word" because they're typically in a formal setting and can't say the actual word. For example, a news reporter couldn't say "Mr Smith screamed 'nigger' at the defendant before stabbing them". Instead, they would say "Mr Smith screamed the n-word at the defendant before stabbing them".
They're just polite shorthands. You wouldn't use them like "f-word you n-word!". It's mostly for reporting information.
