If they were under Nijisanji or Hololive, they'd have reached their target and the new game would have begun production before their debut week was over.

I don't even know why they specifically decided or came up with that 10k subs as a condition to make a new game. Even if they reach that goal, it doesn't guarantee you'll sell that many copies. There are other ways to gauge interest.
Also, paying someone else in holo or niji to shill a decade-old niche game, even by VN standards, wouldn't come off as genuine on any level. It'd be like some celeb saying they actually play X obscure video game everyday.
