Nijisanji has been the sink or swim company for the past 5 years, this is nothing new and after 4 years the acceleration finally died in NijiJP, just go look at Virtua Real and NijiKR (on the verge of shutdown also)
Their EN branch is swimming, so what do they do? Open up their van and dump more bodies in the water, this has always been the case.

What ended up happening on the JP side is you have chuubas who barely have over 100k subs and got their 3d debut 3-4 years after they've debuted, just go look at NijiJP's first 2-3 waves, tell me if you've heard of any of them outside of the JK Gumi squad, Chihiro, Utako, Kenmochi and Tamaki

Blitzing the scene isn't bad when you don't have coverage. Imagine if all we had was Lazulight and Obsydia right now and get Ethyria for the one year branch anniversary. If you debut five people you shouldn't wait longer than six months. The best strategy is to get to the double digits of vtubers without just dumping ten of them at once on people. Two waves of three are nice and bite sized and you are likely to stick with one of them rather than all of them. You can look at some of the other small corpos that debut five every six months.

Personally, I think that for completely separate waves, 3-5 months between waves is completely fine at the current NijiEN audience size.
But this case is special. It is similar to Lazulight/Obsydia case where they got 2 waves from one audition and released them with 2 months interval. Even though I agree that even for NijiEN business model 2 months is too fast, it would be too unfair to other half of selected members to wait and do nothing, when Luxiem is getting showered with money.
