I'm skeptical of their statement. It's seems like Hololive is by far the most restrictive corporation I've seen in terms of the conduct of the vtubers (at least when you exclude Coco, but I suspect she was given extra slack due to her financial success). Hololive streamers collective steer away from vulgar or real-world topics much more aggressively than any other company I've seen, so I suspect they have pretty strict rules behind the scenes.

It's hard to believe such a heavy-handed controlling company would actually be hands-off in regards private lives. Especially coming from Japan, where schools and companies controlling behavior off-hours is pretty common practices.

I think it's more cover-your-ass language; they stand to gain little by admitting they demand talents must remain seiso, since the reputation damage is already done to Rusia. All it'd do is just make themselves look like control freaks in the West.
