How well do you think Cover pays graphic designers? Anykara? Because it seems like certain fans (Walfie for example) will literally work for free to create assets for them. I bet if they wanted to, they could get their cost basis way down just by taking advantage of the fans and their general stupidity.

One slight and a bunch of disgruntled artists will try to tear them down for doing scummy things like that.

they pay well.
Many artists, even big ones would be fine with working for cover for free, because being a hololive mama brings prestige and MASSIVE business opportunities. You can safely open a fanbox and milk thousands for drawing simple sketches.

It's surprising how they haven't exploited Ina that much yet.

there are some limitations to this practice:
1. Fans will do for free things they like, not the things you want.
2. Logistics of accepting assets for free can be challenging legally in case of some stupid stuff happening
3. Availability of human resources in such case is a huge issue, ppl doing it for free, they not obliged to your plans, deadlines and sudden increases in production needs
4. Single mistake in handling situations and you lose huge chunk of potential employee cause you don't wanna piss off artists.
there should be some more, but in general as a corp you much better off paying market rates than dealing with such shenanigans.

I have a rrat that ina is involved in holoen as middle to executive tier worker and she has some degree of input and maybe even a cut.

Depends on the person I guess. I know Kanae actually hired the guy who made thumbnails as a hobby to work for him
