Looks like she's using an older wheel, which has fuck all for plug and play compatibility.
Older wheels needs to be find tuned through the wheel's window settings per game, then tuned again in the game's menu settings.
She needs to google her specific wheel and see how to set it up for ETS2

The new ones are pretty expensive. Usually around $350, sometimes on sale for $300 and don't come with a shifter.
The previous gen you can get for around $250, but don't think those come with a shifter either.

I like seeing women try to wrap their heads around autism games. It's a comedic delight, like tourists lost in a foreign country. I think the stream would have failed even if Pomu got the wheel working, because she didn't seem to know you still needed a kb and mouse in convenient reach for these kinds of games even if you configure your peripherals perfectly.
