Italy and France have an history of importing and co-producing anime in the 80/90s. France nowadays have manga publisher so big and powerful that they just buy manga licenses from serialized magazines and make volumes out of them even before Japan has the time to release their own volumes. They also have the biggest anime convention of EU (Japan Expo) and manga/anime is very very mainstream. Germany by the sheer number of their population basically represent EU on internet and they also have a lot of convention and shit. So the biggest weebs are probably something like France > Germany > Italy = Spain > UK other countries are irrelevant.

Hobbies in Europe are community-driven as fuck, even strong individualists weeb as a group over there because more people are open to doing it. vtubing isn't a great for group viewing, it's better for loners.
The poorer EU countries like Poland have a larger online fanbase because the Pol that can afford superchats doesn't have IRL friends that can afford your typical weeb outings, they're all used to holing up and pirating shit instead.
Thats why Spain largely doesn't exist online, they're so locked into their own community that everyone shares a nap break.
